The flattening process is called blocking. It is recommended not only to flatten a finished, dry watercolor, but it will cause the pigment to “grab” onto deeper fibers of the cotton paper and give a wonderful depth to the finished product. I recommend if for all watercolors. I use linen cloths because they have no nap, and weight the dampened watercolor (back) between two sheets of plexi, towels above and below the artwork. The more cushion the better the blocking works. 24-48 hours depending on ambient humidity. I am a beginner but our instructor showed us this procedure. The painting can then be matted, backed with archival paper and framed.
